Answers to some frequently asked questions from newly annexed citizens




 

Q: What is the possibility of annexation of the east side of Anderson Mill Road (the Ranch at Cypress Creek MUD #1)?

A: Whereas the City desires the eventual annexation of the Ranch at Cypress Creek MUD #1, the City is conducting ongoing assessments as to the feasibility of doing so. This includes ensuring the City meets all statutory requirements for the State of Texas and also determining the fiscal impact of annexation on the City’s current budget structure.

Q: Does the City plan to widen Anderson Mill Road, approximately between Cypress Creek Road and Lime Creek Road?

A: The City periodically reviews and reevaluates roadway priorities, exploring the possibility of widening certain roads to four-lane, divided arterials with curb and gutter and sidewalks. Currently, Anderson Mill Road is on a list of projects to be considered in the future, but there are no immediate plans in place to widen the roadway. The City will continue to reevaluate this possible project and others periodically to determine its priority.

Q: What roads and utilities, such as street lights, will the City now be maintaining in my neighborhood?

A: The City of Cedar Park will now be maintaining all street lights that were previously maintained by WCID-1D, and will now be maintaining all roads that were previously maintained by Travis County in your annexed area.

Q: Where may I find current and future plans on road construction and other projects?

A: Most City project information may be found through our Engineering Department at http://www.cedarparktx.us/cp/city_projects.aspx.

Q: Do Cedar Park Police Officers enforce noise and parking ordinances, and how do I find out what the City’s ordinances are?

A: Cedar Park Police Officers are sworn to uphold the law. You can easily find noise, parking, and all other City ordinances in the Quick Links section of our City website, http://www.cedarparktx.us/, or go directly to http://z2.franklinlegal.net/cedarpark-flp/.

Q: Who are our emergency service providers and where are 911 calls now routed?

A: 911 calls are routed to the dispatchers at the Cedar Park Police Department. For most emergencies, the professional firefighters of the Cedar Park Fire Department will be the first responders. While you reside in Travis County, your emergency medical service will now be provided by the Williamson County EMS which works in conjunction with the Cedar Park Fire Department. Police response will be provided by the men and women of the Cedar Park Police Department.

Q: How does the City notify residents of emergencies and other important news?

A: The City uses the Blackboard Connect ConnectTM mass notification service to send important news and emergency information via a personalized voice message to your home, office, and mobile phones, as well as e-mail and text alerts, and messages to TTY/TDD devices for the hearing impaired. Some examples include information about neighborhood road closures, water main breaks, or emergencies. The City can even send out municipal court reminders and other official notices with Blackboard ConnectTM. You must register for this service. And if you are a Time Warner Cable customer, your neighborhood will soon be able to view our City public access television channel, CPTV-10 on Time Warner Cable Channel 10.

Q: What City services may be available to help control rats and other problem wildlife?

A: The primary responsibility of Cedar Park Animal Control is to deal with domestic animal issues, such as those pertaining to cats, dogs and other domesticated animals, which fall under State and local laws. Animal Control is happy to help resolve emergency situations involving large wildlife, snakes, etc., however, ongoing wildlife abatement and pest control involving mice, rats, squirrels, birds, bats and other animals is handled by private business. Cedar Park Animal Control is happy to provide suggestions and direction for pest control. Large wildlife issues with animals such as deer, raccoons, foxes, deer, skunks and opossums are controlled by Texas Parks and Wildlife and have many special considerations. Cedar Park Animal Control is happy to work with residents to solve an animal problem, especially emergency situations. However, some issues may fall outside of our ability to handle legally and logistically. Q: Is pet registration required in Cedar Park?

A: Registration of cats and dogs is required in the City of Cedar Park. You can register your neutered or spayed cat or dog at the Cedar Park Police Department, located at 911 Quest Parkway, for a nominal fee of $5 each. Licenses for intact cats and dogs are just $10 each. Only cash or check payments are accepted. If preferred, Cedar Park Animal Control Officers will come to your home and microchip your cat or dog for just $15. Q: What City amenity memberships now available to us?

A: As a citizen of Cedar Park, you qualify for a free library membership and reduced Parks and Recreation Center, class and program rates. For your free library card, just bring your valid photo ID and proof of your current Cedar Park address to the Cedar Park Public Library, located at 550 Discovery Blvd. For more information, visit the library’s home page at http://www.cedarparktx.us/cp/li.aspx. For a list of special citizen rates for Parks and Recreation classes, memberships and programs offered to citizens, pick up a Parks and Recreation Guide at the Cedar Park Recreation Center, located at 1435 Main Street. Unfortunately, refunds cannot be offered to recently annexed residents who previously purchased a library card or registered for Parks and Recreation classes or memberships.

Q: Who will provide our trash and recycling pickup?

A: Your trash and recycling services will continue with Clawson Disposal for now. We anticipate your neighborhood’s transition to the City’s provider, Cedar Park Refuse, to occur within the next few months. We will gladly notify you prior to the change in service.

Q: Does the City require building permits for my home construction projects, addition to required HOA approval)?

A: Yes. The property owner is required to obtain building permits for all major construction projects or renovations. This includes changes to structural, electrical or plumbing systems in the home. If there are questions as to whether a building permit is required, the property owner is encouraged to call the City Building Inspections office at 512-401-5100.

Q: Is there any tax impact to me, as a result of the annexation?

A: Yes. The annexation will result in a tax savings for you as a citizen in the incorporated City Limits. The total tax rate you will pay as a citizen of Cedar Park during Fiscal Year 2012 will be $0.493501 versus the total tax rate you would have paid of $0.52100 as a resident of WCID 1D.

Q: What form of government does the City of Cedar Park have, and who are my local elected representatives?

A: The City of Cedar Park has a City Council-Manager form of government. The City Council consists of seven Council Members, one of whom serves as Mayor. City Council enacts local laws, adopts budgets, determines policies and appoints the City Manager who is responsible for the execution of the laws and administration of the City government.

Q: How can I become involved in the City of Cedar Park?

A: There are many opportunities for you to be involved in the City. We have many Boards and Commissions which play an important role in our community, plus we have many volunteer groups including the Citizens Emergency Response Team (CERT) and Teen Advocates for Community Safety (TACS) through the Cedar Park Fire Department, along with Friends of the Library which benefits the Cedar Park Public Library, and Adopt-a-Park through the Cedar Park Parks and Recreation Department.
