Charles Rowland graduated from the University of California, Hastings College of Law in San Francisco and immediately entered the Army as a Captain and commander of an Army Technical Intelligence Unit. He later served as a paratrooper on GENERAL STAFF, G2 Section, XVIII Airborne Corps with a top secret clearance. Upon leaving the Army, Mr. Rowland entered the private practice of law, representing cities around the Dallas area as well as developers in all aspects of real estate development and zoning issues. Mr. Rowland served eight years as in-house City Attorney for the city of Sherman, Texas before coming to Cedar Park in 2006.
