Minimum Requirements

The City of Cedar Park has adopted Civil Service for Public Safety and all hiring processes are conducted in accordance with established Civil Service Rules and Chapter 143 of the Texas Local Government Code. The following minimum eligibility requirements information is from the Cedar Park Fire Fighters’ and Police Officers’ Civil Service Commission rules and regulations.  

MINIMUM REQUIREMENTS FOR POLICE OFFICERS

An applicant for police officer shall meet the following criteria in order to be considered for any entry-level position:

  • Achieve a minimum passing score of seventy (70) percent on the written examination;
  • Pass an in-depth background investigation;
  • Successfully complete the video-based behavioral testing (BPAD) or other situational reasoning testing and assessment;
  • Pass oral interviews;
  • Successfully complete a post-job offer psychological examination and medical examination that includes passing a visual acuity test, and physician certification that the applicant is not dependent on and does not use illegal drugs;
  • Be at least twenty-one (21) years of age at the time of hire.
  • Be a graduate of an accredited high school or have an equivalency certificate;
  • Have a valid Texas driver's license at the date of hire;
  • Be a citizen of the United States by birth or naturalization;
  • Be able to read, write, and speak the English language;
  • Be of good moral character;
  • Shall not be prohibited from carrying a firearm or possessing ammunition; and
  • Meet all requirements as established in Texas Civil Service law in accordance with the Texas Local Government Code, Cedar Park Local Civil Service Rules, and any admended articles agreed upon through the established Meet and Confer process. 

VISUAL ACUITY STANDARD 

In accordance with Civil Service Rule 143.023 Eligibility for Beginning Position (3) Minimum Eligibility Requirements for Police Officers (e), and local Cedar Park Civil Service Rules, the Police Department has established a basic visual acuity standard.

Cedar Park Police Department Visual Acuity Standard:

 
Candidate for police officer possesses uncorrected visual acuity of 20/100 or better in each eye with both eyes correctable to at least 20/20 binocular vision with contact lenses; and the ability to distinguish between basic color groups.
 
C.P.P.D PHYSICAL AGILITY STANDARDS
 

PHYSICAL FITNESS/PHYISCAL ABILITY TEST:

  • Candidates who successfully pass the written exam will be asked to participate in the Physical Fitness/Physical Ability Test.
  • Candidates who do not successfully complete the Physical Ability Test will be disqualified from the hiring process.
  • The physical ability test will not take place on the date of the written exam. Instructions relating to the date and time of the testing will during the date of the written exam.
  • Listed below are the Procedures for the Cedar Park Physical Ability Test:
  • 1.5 Mile Run
    •  Participants should not eat a heavy meal or smoke for at least 2-3 hours prior to the test. Participants should warm up and stretch, on their own time, prior to the test.
    • Participants should attempt to pace themselves throughout the run. Often subjects will attempt to run too fast early in the run and become fatigued prematurely.
    • The participants will run 1.5 miles as fast as possible. This will be done by running six laps around the track.
    • At the completion of each lap the participant will call out the number that is displayed on the vest that will be provided for them.
    • During the test, the participants can be informed of their lap times. Finish times will be called out and recorded.
    • Upon test completion, a mandatory cool down period is enforced. The participants should walk slowly for approximately 5 minutes immediately after the run to prevent venous pooling.

REQUIRED MINIMUM STANDARD: Maximum time to run 1.5 mile = 15.54

300 Meter Run

  • Following the cool down period of the 1.5 mile run, the participants will be instructed to line up for the 300 Meter Run.
  • Participants will run ¾ of 1 lap at maximal level of effort. Time used to complete distance will be recorded in seconds.
  • Participants will walk for approximately 3 minutes for cool down.

REQUIRED MINIMUM STANDARD: Maximum time of 66 seconds

1 Minute Sit-Up Test

  • The participant starts by lying on the back with their knees bent, feet flat on the floor, with the hands cupped behind the ears. Fingers must be laced behind the head. Avoid pulling on the head with the hands. The buttocks must remain on the floor with no thrusting of the hips.
  • The test administrator will hold the feet down firmly using their hands.
  • The participant then performs as many correct sit ups as possible in one minute.
  • In the up position, the individual should touch elbows to knees and then return until the shoulder blades touch the floor.
  • Score is total number of correct sit ups. Any resting will be done in the up position.
  • Breathing should be as normal as possible. Exhaling on the way up and inhaling on the way down is strongly recommended. The participant should not hold their breath.
  • Neck remains in the neutral position.
  • Do not pull on the head or neck.
  • If a sit up is performed incorrectly, the participant will be told that it was not counted.

REQUIRED MINIMUM STANDARD: Maximum push-ups in 1 minute (must attain 25 push-ups)

One Minute Push-Up Test

  • The hands are placed slightly wider than shoulder width apart, with fingers pointing forward. The administrator places one fist on the floor below the subject’s chest. If a male is testing a female, a sponge will be placed under the sternum to substitute for the fist. The feet cannot be braced against the wall.
  • Starting from the up position (elbows extended), the participant must keep the back straight at all times and lower the body to the floor until the chest touches the administrator’s fist. Participant then returns to the up position. This is one repetition. 
  • Any resting will be done in the up position. Both hands must remain in contact with the floor at all times. No piking or arching is allowed at any time; the back must be kept straight.
  • The total number of correct push-ups will be recorded as the score. If a push is performed incorrectly, the participant will be told that it was not counted.

REQUIRED MINIMUM STANDARD: Maximum sit ups in one minute (must attain 30 sit up)

ADDITIONAL INFORMATION:

  • Military Service Credit – An applicant who desires to have military service credit of five (5) points added to a passing test score of 70% or better, shall provide an original DD-214 showing a minimum of 180 total days of active military service at the time of application and by the specified application deadline. Any discharge other than honorable discharge is not creditable for the purpose of this section.
  • Applicants with TCLEOSE Peace Officer License who successfully pass the written Examination will be considered before applicants with no TCLEOSE Peace Officer License. 
  • Upon request, accommodations shall be provided to an applicant in accordance with the Americans with Disabilities Act. An applicant who needs special arrangements shall submit a request in writing to the Director 48 hours prior to the time of the examination.

STUDY GUIDE:

  • You will participate in the L.E.V.E.L. (Law Enforcement Validated Entry Level) Exam. A test study booklet can be purchased from the test provider, Bannon & Associates, by mailing a personal check or money order for $9.50 to: BANNON & ASSOCIATES, 11402 Hornsby, Austin, TX 78753. 
  • The test study booklet will be mailed out as soon as your payment is received. Bannon & Associates is a private test provider and any payment or arrangement to obtain a test study booklet is a transaction between the candidate and the private testing company. The City of Cedar Park is not a party to nor does it receive funds from this transaction.

Failure to follow the directions given in this notification may disqualify you from further consideration for employment.
